I have a new seagate 750 external drive I want to format but each time I go thru the steps it fails.
I select the drive in disk utility
select 1 partition
Format mac os extended (journaled)
rename disk backup
hit apply

I get partition failed with error
filed system formatter failed

any ideas on what to do

You need to use the 'erase' function.

figured out how to get around it.
for others who may have this issue.
you need to format disk before down loading Leopard.
or if you already downloaded it, you will have to find a non-Leopardized mac.
We had an old G4 we were able to format drive on then hooked up to the Leopard G5 and works fine.
