Why Does My USB Drive Pop Back Up After Ejection?

Whenever I eject my USB drive, if I'm not quick enough in removing it, it pops right back up again, and if I pull it out right after this happens, I get the "Device Removal" error. This shouldn't happen in OS X, should it? It doesn't happen in Windows.
I'm on MacNN forums, but no longer have a Mac...
