My iBook's having some severe kernel panic issues that an archive and install of Leopard didn't fix, so I'm considering going back to Tiger to see if it's a hardware or software issue. My question is whether or not I can recover all of my backed up material from my Time Machine volume, or if I should back everything up separately before I wipe and install. Any thoughts?

No, TM does not work with Tiger. If you want to do this, use Carbon Copy Cloner or something like it.

While Peeb is correct, You can manually copy items from the TM backup folders.
This is of course a manual process and precludes applications that require an install, such as CS3. That being said your data is available to be copied over from the TM folders if you wish to make the effort.

I don't care about apps, I just want my iTunes and iPhoto libraries and my documents. I guess I'll use CCC.

You can simply use the Finder to copy stuff from your Time Machine backup in Tiger.
Kernel panics on a fresh install are almost 100% hardware issues.

I suppose the bike wreck is finally catching up to the computer. The problem is I don't have enough cash for a new computer and I won't until my first paycheck at my new job, which won't be coming until the end of January.
