When I download any application in my user account, I have to close Safari or I get the message "The operation cannot be completed because you do not have sufficient privileges for some of the items". Once I've closed Safari I can install or update the application.

Question 1: Why does Safari prevent me from installing/updating applications?

Also, when I was in the administrator account, I get the same message even though I've shut down Safari, logged out, and logged back in.

Questions 2: Why can't I update programs while in administrator? Does it make a difference if I initially installed an application while in the user account?

I don't know why Safari is acting like that. I haven't seen that error before. As for updating an application installed by another user, if it is installed in that user's home folder you may not have access to it. Otherwise you should be able to update it.

Update: Just a few minutes ago, I tried to update NetNewsWire. After downloading, I closed Safari but couldn't update NetNewsWire due to insufficient privileges. I logged out of my user account and back in, and then I could do it. This makes no sense.

Sounds like it's time to try repairing permissions in Disk Utility. Something in your app and document privileges is screwed up.
