Hi, I hate to bump an old thread but I am having this same issue with leopard and it is driving me absolutely insane. I have spend 15 minutes searching but so for I have pulled up nothing. Here is exactly what I want to do:
I want to have the finder "arrange by kind" but have folders be listed first (right now pdf's and psd's and dmg's come before folders). In fact, it would be nice to be able to set the file priority myself for other file types too if that is possible.
Any help. And thanks in advance.

As to your problem, I think you are saying you want it the way Windows does it, if I'm not mistaken.
There may be software to do this (see Versiontracker), but you can always put a space in front of a folder name to bring it to the top of the list.

I force folders to show in my order by adding a space before the title, or assigning alphabet letters before title, a,b,c,d etc
