no keyboard and mouse in system preferences

Hello,
New Leopard, installed 10.5.2,
when I try to open keyboard and mouse in system pref it does not open, or open blank window
previously I was on Tiger, installed Leo on Tiger I had no problem like that
now I reinstalled system from the beginning,
I don't know if from beginning or after using BT mouse,
Do you have any ideas how to fix it?
