I have a startup volume that I'd like to move over to RAID 1, and it's smaller than one drive. I assume there's no way to tell Disk Utility to convert it to a mirror, but if I don't want to change anything else, what's the best procedure to clone the volume so that I can format for a mirror, dump the data back on and boot as though nothing happened? Is carbon copy cloner still the best way to do this?

You can also use Disk Utility for that, it can create (bootable) images from volumes.
I don't suffer from insanity, I enjoy every minute of it.

Interesting. If I were to do this using Disk Utility. Could I create this bootable image and then restore to a RAID 1 from the RAID 0 array?

Sure. You can restore from disk images made of volumes to other volumes.
