I enabled Web sharing, I have my associated files within the "Sites Folder" i checked my user.conf file in the apache folder with the help of this Apple Thread:

I rebooted web sharing several times over... I cannot get it to connect. I don't get a "permission/access denied" message, the message I get is "Firefox Can't Connect"

I'm running a mac pro with Leopoard 10.5.5

Can you ping the web server from where you are testing it? Do other web browsers (such as Safari) have the same problem?
