I just got a new 1TB hard drive, to replace my 120GB hard drive which is located in an external enclosure; and I want to move my Time Machine backs from the old hard drive, to my new hard drive. I tried making a disking image using (Disk Utility) of the old hard drive being saved to my internal hard drive; then I removed the old hard drive from the case, and connected the new hard drive to the case. I then went back to Disk Utility and tempted to restore the disk image to the new hard drive, but when I did I got an error message saying the operation couldn’t complete.

I was thinking about making a tar file of the Time Machine backup being saved to my internal hard drive, then un-taring the file to my new hard drive; but when I did that I kept getting permission errors in the Terminal, even when I was logged in as root.

Try using Disk Utility's Restore tab with the "Erase destination" box checked to move directly from one hard drive to the other one.

Your TB HD must be a 3.5, so what I would do is to put it in the second HD slot in your computer, assuming it is empty, initialize it and CarbonCopyClone the 120GB to the TB drive. Then you can remove it and place it into the external case.

Disk Utility > Restore to clone the old TM backup disk to the new disk.

And as CharlesS said, make sure you select 'Erase destination'.
