I have a weird issue: When Mac users that have home directories on Windows shares connect to the Windows server via Connect To Server, they have read/write permissions to every other user's folder on that share even though they've authenticated as themselves, not as any kind of admin.

This is due to a permissions problem on the Windows side, right?

Permissions problems for folders on a Windows server are most definitely a Windows permissions problem. Your sysad has some serious problems if he's allowed all users r-w (let alone read) on everyone's home folders.
