I am trying to use the burn folder to add more files to a CD-RW,
When I try to add a new file it says to insert a blank disk.
Is it possible to add files as I can do in windows. Do I need to buy some other Burning software. I now have Leopard.

You need to use "Disk Utility" and select "Leave disk appendable" in the burn dialog.

What Mac OS version are you running?
