iPhoto has "Browse Backups" so you can browse your past libraries. Is a feature similar to this present in Aperture? I cannot find reference of this feature in Aperture. Any help in this matter would be greatly appreciated.

Nope, aperture has no such feature.

Perhaps if apple gets around to updating the application that might be one of the features but at this point, you can only restore your libraries via TM like any other file

Of course, Aperture has its own built-in backup system, the Vaults.
