System Preferences>International>Character Palette is checked,script Unicode…Character Palette comes up blank and goes off.

EDIT>Special Characters…Character Palette comes up blank and goes off.

American Flag U.S.>Show Character Palette…Character Palette comes up blank and goes off.
ººººººººººººººººººººººººº ºººººººººººººººººººº
Unhecked Character Palette Input Menu…Character Pallette still pops up blank and goes off.

If I supply console.log would that help?
If yes how do I do that?
