Can't turn off mac cause can't turn off Safari

Hi, I can't turn off my macbook because I can't turn off safari, apparently. Safari's freezing and giving me the circular rainbow. When I rightclick the icon and hit quit, nothing happens, The Quit Safari button under the Safari tab is greyed out. When I go Apple>Shut Down, It says "The application Safari canceled shut down. To try again, quit Safari and choose Apple menu > Shut Down." I'm now posting from a PC. Can someone tell me how I can restart my mac or restart Safari so I can go to web pages on it again? Some kind of force quite or force shutdown option maybe?

apple menu > Force Quit.

Or cmd-option-esc.
