talk about not knowing how to address the problem:

i run OS 10.8.5 on a MacPro

from time to time if the cursor (that little arrow thing) stays on a file 'name' that is trunk-aded because its not expanded I get a yellow highlighted sting that shows me the whole name.

I sure would like to know what this is and turn if off!

Ummm.... it's a tooltip. Here's how to get rid of them:

Rotus, not sure why this aggravates you so, I find them very useful when I am in an unfamiliar program and don't know what the icon does. But if they really bug you, by all means off 'em!

for some reason it sometimes doesnt go a way for what seems like forever.

if it went away when i moved the cursor, OK

but it seems to have a mind of its own.

On my iMac it fades in about 1 1/2 seconds. I wonder whether maybe the 3 Gs of RAM slow things down, I know that when I went from 4 to 12 everything just seemed to work instantly. Well almost

You mean "truncated" — shortened by omission.
