I have the guest account disabled under 10.7.2, but when i reboot i still see a guest login button. and if i click it, it goes to a screen that tells me hit the power button on the keyboard or mouse, and after i do that it does log into a guest account.

this must be a bug right? anyone else see this too?

Do you have Find my Mac enabled? Guest for this is different than the OS X Guest account. The former boots into Safari only, basically baiting thieves to get online with this Guest account, while the latter provides full OS X login.

If you want the Find my Mac Guest option disabled, you'll have to jump through some hoops.
