How to stop previous session files from opening

Using OS 10.7.2 on a MacBook Pro
Is there a way to prevent Safari, Excel, Word from opening the files open during the last session? I've reviewed the "Preference" panels at the System level and the individual program level and can't find a setting for this.

System Preferences -> General -> Restore windows when quitting and re-opening apps
