Apple includes the application Network Utility. As ya'll know it is just a front end to OS X's *NIX command utilities. I could find them all from command line except for Port Scan. Using top, I saw that Stroke was the daemon that was loading up when activating Port Scan from Network Utility.
Using the locate command, I found that Apple had hidden Stroke within the Network Utility.app bundle.
To use it, simply specify the path to stroke. You can also open up the Network Utility.app bundle by right clicking or using the ctrl key and make a copy of stroke. Move this copy to one of the bin folders (use the MV command for this).
Type in Stroke at the terminal. It should work.
p.s. Don't forget to specify the starting and ending ports as well.
(e.g. %stroke 127.0.0.1 80 999)
