So on pcs you have to type in a workgroup to join on a network. Where is that option on the Mac? I'm using my powermac and two roomates are on pcs. Connected using a linksys 4 port dsl/cable router.

After you have done 'connect to server', you input the following:
smb://<workgroup>;<servername>/<sharename>
This will then give you a dialogue box into which you type username and password (and workgroup again if you need to)
I think that you may also be able to set this up using the 'directory access' utility in 10.2

What should i enter in for servername and sharename? There is no servername or sharename. Just a workgroup.

What do you want to do on the network?
You only need to use 'workgroup' if you wish to access assets shared by the PCs, in which case <servername> is the name of the PC sharing the asset, and <sharename> is the name of the asset (e.g the sharename of a shared folder - in XP the default is 'SharedDocs'. Take care, the sharename is not necessarily the same as the name of the folder that is shared).
If you are trying to do something more exotic, like connect to a multi-player game, then I can't help other than to suggest that you use IP addressing instead.

Depends on what MacOS you're using.

Well I don't want to connect to a specific user or file. I want to see the workgroup with all the computers on it. Somewhat like Network Neighborhood in Windows. Using osx of course.

There's two different things involved - which Workgroup the PCs see the Mac in, and which workgroup the Mac looks for PCs in.
For the first part, I don't know about a GUI way, but here's what I did (in 10.2.1):
Edit the file /etc/smb.conf (you need root access)
Under the "global" section, add the line
workgroup = the_name_of_the_workgroup
where the value on the right is whatever your PCs call their workgroup
For the second (browsing from the Mac), I see the various PC workgroups in my Connect To Server pane just like AppleTalk Zones. If you don't, I don't know what to change.
