What's happening - Mac, PC, and Netgear DG814..?

I have an iBook (OSX) and a PC (WinXP) sharing an ADSL connection through a Netgear DG814. When I turn on the PC it appears to clog up the local area connection by sending out a constant stream, or constant packets of information over the connection, and the ADSL and the network connection becomes close to useless.

However, if I disable and then re-enable the network on the PC it stops. Is this maybe some sort of daemon on the PC looking for company, or a response from another computer on the network?

Any ideas what this could be, and how to stop it?
