Is there a way to control AirportExtreme Base station to giive less bandwith to someone in the network ?
The idea is to limit a person of consuming the whole bandwith downloading sh*****t all day.

Unfortunately, when you share an internet connection, I don't think there is a way to limit each user to a certain amount of bandwidth.

Understand that the Airport base station isn't your problem. No, your problem is that you don't have enough bandwidth to the internet. I see two possible solutions:

1) Buy a faster internet connection
2) Disconnect your roommate (some or all of the time)

Well there is enough bandwith, but beleive me it doesn't matter if its a 10 mbit one, he will consume it anyway, thx for the reply, hope someone has a trick there, thx.

There's one way to stop the downloader-block his connection completely. Use the Admin Utility to turn on Access Control, then add only the clients you want to have access to your network. This blocks all others. It beats hitting him over the head with a baseball bat, because only his feelings will be hurt. Make sure the offending user doesn't know the password for your base station, so he can't go in and add himself from a wired (or allowed wireless) connection.

There are other ways, but they involve a lot of expensive hardware and some serious skull sweat in setting up and configuring the necessarily much more complex network. Better to just cut off your user.

The cisco Aironet 1100 Series can do QoS, but you probably need traffic shaping.
Cisco has stuff that will do it, or you can setup a linux or BSD box to do it.

This is low-tech, but it might work. Password protect the ABS, and have the Admin program handy. Whenever the roomie is using too much bandwidth, just block his MAC address. When he says he lost his connection, just give him a confused look and tell him you'll look into it. Then when you're done with what you're doing, restore his connection.

I gave a similar technical solution, but I like your "social engineering" spin on it! It would be a good idea to come up with a good "buzzword" explanation for what "caused the problem," something like roomie's peer-to-peer software locked up the ABS and you had to completely reconfigure it would sound serious, like it's his fault (true!), and just a little scary. Mention that a replacement ABS would set you back another $300, just to keep roomie off balance. You might also mention that your ISP had given all its users a heads-up about RIAA investigating downloaders and sharers...
