Qwest is currently offer an MSN DSL special. Can I get this and still use Safari and my own email associated with my domain or does MS lock-out everything so you can only use MSN software?

I have MSN ADSL and use it only for the connection. I use Safari, and Mail with .mac and don't have any problem, except try and not let them send you a NetDsl 800 or 1000 modem. They are not configurable if you need to unblock any ports for web servers etc.
