I'm pretty clueless on the networking end of things, but he're my problem. On My ibook, I can access my email fine from my home (airport), work (airport) coffee shops (some kind of 802.11b setup) But I cannot access them from the library. At our library, we have an 802.11b setup & I can log on just fine, surf eht ewb no problems, but when I go to check my email, I get an error on all 3 accounts "The connection to the server mail.earthlink.net on port 110 timed out"

Any ideas on how to work around this, or what the problem is?

The problem is most likely that the library network has email ports closed. This is pretty typical of areas that allow free surfing, because it limits traffic to some extent.
