Connect the two computers together with a crossover cable. Set them both to get their IP addresses via DHCP, and verify that they end up on the same subnet. Then turn on Windows file sharing in System Preferences on the Mac. You should then be able to see the Mac in the Network directory of the PC.

You could just give them manual IP address, like 192.168.1.1 and 192.168.1.2

They'll query for a DHCP server, but it will time out. Then they'll self-assign. You just need to make sure they're on the same subnet.

If you don't want to use manually assigned IP address, you could also turn on OS X's DHCP server. It's in the Internet pane of the Sharing preferences. Just click "Start".
