I can guarantee that I have the slowest college network ever.
A DSL Reports Speed Test rated my connection at 10.42 kbps, or about twice the speed of a 56k dial-up connection.
About 50% of the time the firewall closes everything but http and smtp.
About 15% of the time it is down completly.
Honestly, can you get any worse than that?

At my first school, they had a single T1 for the entire campus -- around 800 computers. It was substantially slower than dialup at some times of the day, when everyone was checking their email after dinner but before the 8pm prime time. Some actually did use dialup instead (luckily, each student got their own phone line, just a plain analog jack).
After I left, they added two more T1s and got Comcast in the dorms, so I hear the situation is better now.

We used to be on a single T1 when I was a freshman. 2500 students (not sure how many had machines, but it was 4 years ago so a lot). The network was really slow a lot of the time and all types of traffic were blocked except web, ftp, and other things that can be used for academic purposes. Now, they have a couple of T1s and a much larger pipe that is scalable. They can call up their ISP and ask for more when they need it, and they scale it back in the summer. Most of the time speeds are decent enough to do whatever I want, although they are less than a regular home DSL connection.
They have all P2P blocked, but last year they opened a bunch of gaming ports up and since they are still open, it must not have been a big deal.
These small schools definitely are catching up but there is still a ways to go.
