a friend of mine runs Debian and mentioned he has assigned priorities to certain web related tasks.

for example, even if he reaches his ISP's upload limit max, his bandwidth isn't clogged for loading webpages, since he has given his browser the highest priority.

i was wondering if there was a similiar way to do that (probably through terminal) in os x. or is there a way to limit the upload speed, so i never max out and clog my line?

You are looking for per-port traffic shaping. The network system does allow for this, and there is even a program out to allow you to do this in a GUI: Carrafix. I have never used it, as this is something you normally do on a router. Unless you are a big "file sharer" the chances you are going to see a benefit from this are small.
