I am new to this forum and apologize if this has already been discussed.

I have a PB G4 12inch with a Airport express connected to my stereo for itunes which works great - however - my apartment has wireless internet access (that I do not have control over - nor do I want others connecting to my stereo).

Can I connect to my personal AE and a shared WiFi system at the same time?

I have the latest OS X with all recent upgrades.

Yes, you can have multiple concurrent network connections with no problem in OS X, wireless included.

However, if more than one provides internet access, all of your internet traffic will default to the connection highest up in your System Preferences > Network > Network Port Configurations panel.

So yes, you can use an AE base station to control your music, while using another router for internet access.

If you're afraid of ppl highjacking your stereo, i think there's a password option for outputting to a certain AE audio output. And of course, you should always secure your base station using the many techniques you'll probably find in the Networking forum.

Which is where this thread will probably wind up

I have to disagree. Yes, you can have multihoming (multiple IP addresses, for example) on one connection, but a wireless card cannot connect to multiple base stations/routers simultaneously.

Instead of that, what you need to do is to have the AirPort Express run off of the wireless router. Your Mac connects to the router, and the APExpr runs off it, too, so they're all on the same network (which is kinda the point). Password-protect the unit and you're set.
