Connection goes down as downloads begin?

I'm using OS X 10.3.8 on a Mac mini, all updates applied.

Whenever a large download begins (30-50 MB) in either Safari or Firefox or via Software Update, my connection will freeze after a few seconds and when I look at my modem, the cable light is off, as if the service is down. However, if I force quit any running internet apps, the connection suddenly comes back after 20-30 seconds an d the modem light comes back on. I have also noticed that unplugging my ethernet cable from the mini solves the problem as well.

This just started out of the blue, and I've never had any problems with my connection...any ideas?

Not a discussion of Mac OS, so therefore didn't belong in Mac OS.
