A Way to Login via VNC when Computer is at the Login Screen?

Is there any way to be able to log in to a target machine (OS X Panther, not Server) using VNC when the target machine is displaying the Mac OS X login window? Now if I VNC into that box, and the login window is displayed, my keystrokes aren't honored, which I believe is a security measure in place by the OS. I had read somewhere on the web that there is some setting in the Sharing prefs to allow this, but I can't seem to find that setting, if it really exists. (Maybe it's an OS X Server setting...)

Any help appreciated.

Now if I VNC into that box, and the login window is displayed, my keystrokes aren't honored...
I get this when my wife fast user switches to her account and then back to mine. From the command line, you can start the VNC server to -allowfastuserswitching or something like that. If you ssh into the box and kill the vnc process, you can then launch the OSXVNC-server application remotely. Note that it is a binary within the OSXVNC.app folder.

FYI
Once you start SSHing into your box to launch VNC, another login gotcha appears. If the computer is at the login screen and you try to launch VNC via SSH, it will only allow it to launch as a root process. Not the best idea to just run apps as root, but it gets you in the door. Then you can kill the root vnc proc, and then relaunch it using your normal account.
