I'm looking for an ISP that can give me a local number/rates while travelling around the world.

i used to use a company called Gric, they are now called Go Remote it all worked pretty well, you'd get sent a larger Excel file which listed all their ISP partners around the world.

i was wondering which companies other people use.

Not a silly suggestion. I've done that a couple of times when travelling, just using the free trial disks. They're about the only isp that is truly global these days. You don't have to use their software just to get access, and it's reasonably priced for the worldwide service you need. I'd never use it at home, but if I had to travel then it's an easy option.

I used to have an account with IBM, when they were an isp and that was superb. Got me logged in from some wierdly remote places, but they stopped doing that about 8 years ago.

It's not dial-up, but WLAN in many countries all over the world.

It's not necessarilly the cheapest way, and totally depends on where you are travelling. But maybe an alternative to AOL.

I haven't tried it and not sure if it fits your bill, but there's a TMobile HotSpot special on offer at .Mac.
