They are both connected via a 4 port router. How to move files between two computers?

Ummm... turn on "File Sharing" on the mini, and share a folder on the PC. File sharing is under System Preferences, and sharing a folder on the PC is as simple as right-clicking on it and selecting "Share."

The implications of what the PC says when you do this are left as an exercise for the student. Read, understand, then select the correct option.
