using an anonymous proxy with ircle, how?

hello all,

I think this is the right place for this topic...

Here goes:

My ISP has a download limit for international and another for the national downloads...
How it works is that each page/download that I do from international pages (outside Portugal), will count, and when I exceed the limit, I'll have to pay the extra...

The international limit is fairly small compared to the national one, and what I normally do to take advantage of that, is to use an anonymous portuguese proxy (so that all the downloads come "from" Portugal).

Now, what I haven't been able to do is to use this technique when using programs like ircle...
what protocol does it use?

How to set this up?
