Hi. I'm trying to setup a VPN for my laptop to my office. I see two ways to do this.

Office setup has a dlink router at the front that I can't replace, but I can do port forwarding on it.
I've got another dlink router that has VPN ability sitting behind the primary router. Can I port forward VPN to the VPN Router, and have the VPN router plug back INTO the primary router?

The other way to look at this is that I'm running 10.3.9 mac behind that lan. It's not server, just regular 10.3.9 as the DMZ. Is there a way to setup 10.3.9 as a VPN Server for me to connect to from my pbook?

What type of VPN is this? IPSec, PPTP, L2TP........ What is your router capable of? Either way, you will need it to be able to forward more than TCP or UDP ports. It needs to be able to forward other IP protocols such as ESP, or AH, or GRE depending on what type of VPN you are trying to establish.
