Unable to see external drive on filesharing

If I connect to a 10.3.9 computer I can "see" the internal hard disk as an available share, but I am unable to see the external drive. It's the same for both afp://servername and smb://servername. How do I tell OSX to share an exernal drive?

I also cannot see the optical drives.
