I bought a new Mac Mini (with Tiger), and want to transfer to it some old files, that reside on a PowerCenter (yes, one of those PowerComputing clones). It has ethernet, of course (no FireWire or USB), and runs MacOS 8.1.
How can I connect those 2 - do I need a crossover cable, or a regular one; do I need to set AppleShare on the OS 8.1 and then login from the Mac Mini?

You are going to have some considerable difficulty. Tiger, which I assume is installed on the Mini, will not file share with a system older than OS 9.0.
You will have to connect the two computers with a cross-over cable, then setup an FTP server on one computer and an FTP client on the other.
You can find FTP servers and clients at http://www.macorchard.com
Another possibility is to install ShareWayIP from http://www.opendoor.com on the old Mac. This will upgrade the file sharing to OS 9 level and allow you to file share over TCP/IP, which will allow file sharing with Tiger.

It doesn't have to be that bad.
1. Do you have an iPod? If your files are small enough to use USB and connect to transfer then that may work. I believe USB support started in OS8 if you have the drivers. I don't recall if the Powercenter's had USB.
2. Another option (as previously mentioned) is turning on your FTP services in the sharing control panel for Tiger. The FTP server is built-in with OSX.
Its likely you already have an FTP client from using the internet on your Powercenter, no? Then download one and burn it to a CD for installing on the older box.
The crossover cable would work for this scenario, but is a one-time purchase price and doesn't have too much usefulness after that. I suggest finding a friend who can lend you their hub/switch and two regular cables for a night.
Otherwise getting a network switch yourself (which you may not use right now) will be useful when you have more networkable equipment. A 4port switch shouldn't cost much more than the crossover (ok maybe double). And you'll need the regular cables which would cost a little more, but these will all be reusable into the future.
3. If the internal drive was IDE it could be easy to put it in an external drive case, mount it via USB or firewire depending on the case/chipset support. SCSI external cases are very rare in today's computing.
Best scenario is to have a friend help you. They may even have the switch or even an older hub available for the connections/cables.
Good luck!

How about just emailing those files to yourself ?
Or uploading them to a FTP server or WebDAV on the internet ?
