If by 'configure' you mean 'change', you can't. Only the administrator (owner) of a computer can configure its IP. In fact, you are probably both connecting to a DHCP server which does the actual assignment of IPs, so the IPs you and your neighbors receive are under the control of the DHCP server.
Why do you care anyway? Is there some kind of networking conflict? If so, you should be talking to your LAN administrtor.
