Between my roommates eMac running 10.3.something and my powermac running 10.4.6? We share a router, but have no direct connection otherwise.
I like my water with hops, malt, hops, yeast, and hops.

As long as both computers are on the same subnet (their IP addresses are in the same group), all you should have to do is turn on sharing in Preferences. And their addresses should be compatible unless you've done something to change that. Try turning on sharing and see if it works.

Where do I put it for him to access? And will he only be allowed to access things in a particular location?

Your shared folder will automatically be your "public" folder unless you choose otherwise. You can also follow these instructions to share items not in your shared public folder.

It's asking him to enter a password. Also, if he logs in as a guest, it shows the drop box but says he doesn't have access. I'm logged in as an admin, and I don't have access to the drop box either.

It works best if you each have user accounts on each other's computers. That way, you log into your own account on the other computer and have access to the owner's public files.
