My network admin will not take off the download bloker, And there was a code which did work but he disabled it. The code was :foo? on the back of the dowmload address and it would download.

Do you know a download code like this one???

Now for the bad part. The network belongs to your employer, not to you, so if the employer wants to block your ability to download stuff, that's his prerogative. It is his stuff, after all. Sorry, but I personally can't condone helping you get around that (and incedentally probably getting in trouble with your boss).
