How come in the Airport tab of the network system preferences, the "Join A Specific Network" is only there sometimes, for some locations, and not others? There is always an option for "Automatic" and "Join Preferred Networks" How can I add "Join A Specific Network" to that list at will?

Remove all but one SSID from the list for that specific profile, and you'll see the "specific network" option.
It's often easier to simply prioritize the list in the Automatic profile (location).

Is the list of trusted networks global or can you customize it differently for each Location?

No, it's global. It would be nice if it were per-location.

So then your suggestion doesn't help me, if the list is global and I want different specific networks for each location. There must be a way, because I used to have OS X set up like that.

What I meant is that if there is only one option, then that is what will be chosen. You *can* order the list, if that helps. OSX should join the first one it encounters in the listed order, but I've seen it ignore that (as well as refuse to join any of them until you manually select one from the drop-down list, for whatever reason).
