I have an external Hard Drive, a LaCie Porsche. We are in a small office, and have two computers (a PowerBook and a MacBook Pro, both on OS X) networked to eachother and the hard drive. Recently the MacBook stopped being able to access the external hard drive (it appears on the desk top bot is grayed out). It still can access the PowerBook, and the PowerBook has no trouble accessing the hard drive or the MacBook. This just happened over the past few days, and had been funcioning fine previously. I looked at ownership and permissions but did not find anything.

How is the external drive connected - to one of the laptops, or on the network independent of a computer?

There is a hub they are both connected to, but the Porsche Hard Drive is connected directly through the Powerbook.
