Lately I've been experiencing sluggishness and occasional weirdness with my internet connection. It's difficult to explain, but things just don't "feel" right. Bandwidth tests show I'm getting near what my bandwidth should be but I've noticed when I run pings that I get more than what seems like a normal amount of lost packets.

Anybody know of any software (mac or pc) that I can run that will give an indication of the quality of my connection?

Well, you can run a simple traceroute with Network Utility to see if there's a server hop that's failing. If you see a failure within the first couple of hops, it's your ISP.
