I am new to everything Mac so forgive my ignorance. I have a PC that has a pretty extensive I-Tunes library. Currently I have just the PC and that is hooked up via ethernet cable to a dsl modem-router (Actiontec 7400). The route is also wireless and activated but currently I have no wireless devices. My question is, can I purchase an Airport Express base station and hook it up in another room and recieve Airtunes via my PC hooked up to the actiontec router? Or do I need more hardward to accomplish that?

You should be able to do as you suggest. Just set up your new Airport Express as a client on your wireless network and you should be set.
