I have a Mac Mini (intel) running OS X 10.4.9, as my server, connected to the www via Airport Extreme and a ADSL modem in bridge mode. When connecting locally, using the DHCP allocated IP address all is OK. However, when connecting through my www IP address airport returns with ‘the requested URL was not found on this server’ - on all requests other than the index page; i.e. I can view the index page for all the sites, but nothing else. Any ideas?

What do you mean by your www IP adddress? Airport Express should be pulling down an IP address and DNS server from DHCP, and that should be it. Please post exactly what you're doing to configure Aiport Express, and we'll hopefully be able to help.

By www IP I mean static IP address. When requesting pages via the internet I am limited to the index page only - though I am beginning to wonder if this problem stems from my domain name service provider, as I can access all pages locally. The webserver site located in the Library folder of the mac mini is now working fine, though I am not sure why. All other sites, located in the respective sites folders of each user, default to the index page regardles of the url requested! Each user account has a domain name pointed to it.

The DNS service should either translate your domain name to your static WAN IP or not-it shouldn't be able to affect whether or not internal pages are accessible. BUT... What are the permissions on those folders and files? And do you have the appropriate sharing enabled on the computer serving those files?
