I want to open ports 21, 80, and 443 to everyone.

I want to open ports 22, 85, 407, 497, 9999 to 4 different IP blocks.

I want to deny all other traffic including pings.

This seems so simple, but I can't seem to get it working using the Server Admin GUI. Can anyone provide the necessary command line instructions or point me to a resource where I could download something similar?
