I mean to configure leopard as a router, so it forwards ip packet received from one interface to another interface. How do I do that?

I don't know if it's what you're looking for, but to use Leopard as a router (to share its connection), go to the Sharing pane of the system preferences and enable "Internet sharing". It's very basic, so you might want to install some third-party software if you want more control.
