In Network tab, in Activity Monitor, it shows that I've received 9.26 Gigs of data and sent 12.02 Gigs. (I download lots).

Question: Are those results since I've last restarted? (2 days ago), or since the last month? Week?

yeah, that is since your last restart, and includes ALL data received and sent whether it be webpages, IMs or MP3s.
