I go to school where I pay for my internet, and I chose the 3,000kb/s download and 384kb/s upload package. When I go to speedtest.net these are my results: 3,143kb/s and 245kb/s. When I actually go to download or upload a file to say on online storage website, my download speed never goes above 300kb/s and my upload speed never goes above 40kb/s. This is happening on both my iMac and MacBook pro. When I bring my MacBook pro to my school's library and connect to the free wifi and try to upload the same thing to the same site I get 1.8mb/s downloads and 350kb/s uploads.. does anyone know why this might be happening?

Your download speeds are affected not only by your maximum bandwidth but by the server from which you're downloading. Also keep in mind that 300kb as you've written could be 300 KB. They're very different. 300 KB = 2400 Kb which is close to your connection top speed (3000 Kb).
