Losing WPA security after power loss

Using d-link router and set wpa passcode. However, whenever we lose power or when I shut power off for electrical work, my router then shows up in list of routers as unlocked.

Is this typical? Weird?

It seems weird. I'd check to ensure you're running the latest firmware for the router.
