i just graduated from college so i'm living at home at the moment and my parents can not for the life of them get their wireless network to function normally (they know virtually nothing of computers.) i have no experience with setting up a network or anything so i'm looking for some advice on how to make it work.

Ordinarily, it will work for a little while (and hour or two) and then it needs to be reset. Other times, it broadcasts a very strong signal but can't connect to the internet for some odd reason. When i try to connect directly to the cable modem we have using an ethernet cord, i get the same messages about not being able to connect to the internet.

the service provider is Road Runner, the cable modem is a Motorola SB5101, the wireless router is a Belkin F5D7230-4 v9. According to my parents, our network frequently "goes out" leaving us without internet service for quite some time. And sporadically comes back in

What could be the issue here?

sounds like something is wrong with Road Runner. have you tried calling them and explaining to them that even when directly connected to the cable modem with and ethernet cord (this bypassing any routers, be it wireless or not) that you still cannot connect to the internet? Sounds like something is wrong on their end.
