Connection ERROR at specific time

Hi all.
This is simply a shout to see if anyone can help me.
My internet connection slows considerably, from around 6 meg to 1 meg, between the times of EXACTLY 5:15pm, and Exactly 10:45pm. I understand that it is 'peak time' between these hours, but as my neigbours all get a decent connection speed at these times i would like to know why I don't, and resolve the problem.
I play on a PlayStation 3 very regularly and my connection is fine until between 5:15 and 10:45pm, at which time it becomes completely unplayable due to 'lag'.
We are currently on AOL internet in the UK and i am aware that they are not the best provider [but i got a good deal to stay with them!!], but they are obviously capable of providing us with a decent connection as they do so during the day until 5:15.
i have changed G-band routers twice, and the problem persists, but i have an N-band on the way.
Any Ideas why or what or how this is happening and how to fix the problem?

Like Spheric Harlot says, any "deal" with any ISP that reduces your available bandwidth in the very time you're most likely to want and need it is definitely only a deal for THEM. Especially for gaming, you want an unencumbered broadband connection. I suggest you prepare to jettison AOL as soon as you find someone who will continue to sell you what you contract for, no matter what time of day.

I would tell them that you aren't paying for the time that the bandwidth is throttled. I.e. for the 6 hours its throttled, you aren't paying for it (6/24 = 25% so take 25% off your bill). Then at first available chance... Cancel them and tell them their poor customer service and questionable practices is the reason. Any inquiries toward the rest of the bill can be forwarded to your lawyer.
Absolutely ridiculous the **** they're trying to pull.

I'm pretty sure he signed up exactly for a plan with throttling. He probably just didn't read the fine print.
Not paying the full bill could hurt his credit, get his service shut off and have the open amount go to collections.
